Your trade licence came through in a day. Your first employee is still weeks away.
Between the two sits a registration sequence most founders discover only after they have made an offer. None of it is difficult, but it decides when you can legally put someone on your payroll.
1. The Licence Lets You Trade, Not Hire
A trade licence registers your company with the economic department. It does not register you as an employer.
Before anyone can be employed, the business needs to be registered with the Ministry of Human Resources and Emiratisation, and separately with the relevant immigration authority for residence visas. Until that is done, no work permit can be filed for anyone.
2. The MOHRE Establishment Card
This is the registration that makes you an employer. MOHRE's establishment card records the business, its owners, authorised signatories, signature specimens, business activity and location.
What MOHRE requires: a valid trade licence, and Ministry-issued personal ID numbers for owners, partners, service agents and signatories. The Ta'qeem fee is AED 406, applying through the MOHRE website or app is otherwise free of charge, and business centres may add a commission of up to AED 72.
Processing takes two working days, and the card is valid for two years. That is the fast part of this process, which is worth knowing, because the slow parts are elsewhere.
3. Your Quota Comes With the File, Not a Separate Application
A work permit quota is the number of permits your establishment may hold. No permit can be filed without one.
Most guidance describes applying for it. MOHRE describes it differently: work permit quotas for establishments is a proactive service tied to opening and updating your establishment file, awarded without a separate application. Four conditions govern it:
A valid trade licence
Private establishment status with no restrictions
A valid Ta'qeem report
A profession compatible with your establishment's business activity
That last condition catches people. If the role you want to hire does not sit within the activities on your licence, the quota will not cover it, which is a licence amendment, not a recruitment problem. Check it before you write the job description.
4. Immigration Registration Is a Separate Stage
MOHRE registration lets you employ. Residence visas run through the immigration authority in your emirate GDRFA in Dubai and that is a separate registration with its own documents, typically handled through an Amer centre, a typing centre or a PRO.
The two are linked: your MOHRE signatory must also be authorised with the federal identity authority. Gulf News sets out the document lists for both, but requirements and sequence vary by emirate and licence type, so confirm the order for your entity through official channels before you commit to a start date.
Free zone entities register employment through their own free zone authority instead, and the rules and timelines differ by zone.
5. What to Run in Parallel
Confirm your licence activity covers the roles you intend to hire, before anything else
Start the MOHRE establishment card and the immigration registration together rather than in sequence
Draft contracts and policies while registrations are processing our guide to the first ten hires covers what must exist before anyone starts
Brief the recruitment process in parallel, so a shortlist is ready when the paperwork is
Once the quota is live, the per-candidate sequence begins: offer, work permit, entry permit, medical and Emirates ID. Our legal and practical guide to hiring employees in the UAE sets that out step by step.
Taysir Bridge handles HR department setup and structure for new UAE companies, so the registrations and the first hires run together rather than one after the other. Tell us your target start date and we will work backwards from it.
Frequently Asked Questions
Q: Can I hire employees as soon as my Dubai trade licence is issued?
No. A trade licence registers the company to trade, not to employ. You need a MOHRE establishment card and a work permit quota before any work permit can be filed, plus separate immigration registration for residence visas.
Q: What is an establishment card in the UAE?
It is the registration that identifies your business to the authorities. MOHRE's establishment card records the company, its owners, signatories, activity and location, takes two working days to process and is valid for two years. A separate registration with the immigration authority is needed for visas.
Q: What is a work permit quota and how do I get one?
The quota is the number of work permits your establishment may hold. MOHRE treats it as a proactive service tied to your establishment file rather than a separate application, conditional on a valid trade licence, unrestricted status, a valid Ta'qeem report and a profession matching your business activity.
Q: Why has my work permit been refused when I have a quota?
A common cause is the role not matching the activities on your trade licence. The quota only covers professions compatible with your registered business activity, so hiring outside it needs a licence amendment first.
Q: Do free zone companies need a MOHRE establishment card?
Free zone entities register employment through their own free zone authority rather than MOHRE, and documents, quota rules and timelines differ by zone. Confirm the sequence with your free zone before committing to a start date.
